Code Blue of Salem County is a non-profit 501(C)3 which provides a safe, warm, and compassionate environment for the homeless population.
Our mission is to provide temporary “Warming Centers” to unsheltered homeless individuals and families who are especially vulnerable in the cold weather. HUD’s definition of “unsheltered homeless” applies to any individual or family “with a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings, including a car, park, abandoned building, bus or train station, airport, or camping ground.” Unsheltered homeless individuals and families are among those with the most critical housing needs.
Our second goal is to secure a permanent building for this population to stay for longer periods of time when the temperature remains low, take showers, change clothes, and provide resources.
A Code Blue is declared when winter weather conditions pose a threat of serious harm or death to people without shelter. Counties can also issue a Code Blue when temperatures are forecast to drop below 20 degrees for more than two days in a row.

Code Blue has been able to operate because of the donations, in-kind contributions, and small grant funding. These donations, although limited, have made it possible for us to meet the operational needs of Code Blue to this point. However, with the uptick in the number of unhoused people in Salem County identified in the Salem County 2023 Point-In-Time Count, we need additional funding to deliver the services needed for this population.
To successfully manage this program, there are many expenses associated with operating Code Blue. We are seeking funding for the following categories in furthering the goals of the program: Administrative, Supplies & Materials, Consultants.
